To amend title 5, United States Code, to establish a new method for fixing rates of basic pay for administrative appeals judges, and for other purposes.

Summary

Requires each Federal agency to fix the rate of basic pay for each administrative appeals judge position within such agency which is not classified above GS-15 at: (1) not less than the minimum rate of basic pay for level AL-3; and (2) not greater than the maximum rate of basic pay for such level.
