To amend title 35, United States Code, to impose a 2-year moratorium on the granting of patents on genetically altered animals except for animals the commercialization of which is subject to a Federal regulatory review and approval process.

Summary

Amends Federal patent law to declare a two-year moratorium on the granting of patents on genetically altered animals. Exempts from such moratorium animals whose commercialization is subject to a Federal regulatory process which imposes environmental, health and safety, and biomedical ethical standards.
