Summary
Requires any Bureau of Reclamation contract entered into by the Secretary of the Interior with a district after the enactment of this Act for the delivery of irrigation water for a period in excess of one year for a new project (or new unit of an existing project) to provide for the delivery of such water at full cost to the district (as defined under the Reclamation Reform Act of 1982). Excepts from such requirements those project units: (1) for which water delivery has commenced prior to July 25, 1996; and (2) which have entered into a repayment contract or long-term water service contract for the delivery of water from such unit.
