Summary
Second Amendment Restoration Act of 1999 - Amends the Federal criminal code to allow a person who is not subject to a Federal firearms prohibition to carry in any State a concealed firearm in accordance with the laws of the State which has issued a license or permit to, or otherwise entitled, such person to carry a concealed firearm, subject to the laws of the State in which the firearm is carried concerning locations in which firearms may not be carried.
