Directs the Secretary of Agriculture to: (1) consolidate the functions and activities of the Department of Agriculture's Agricultural Research Service, the Cooperative State Research Service, and the Federal Extension Service; and (2) establish in the Department a unified Agriculture Research and Extension Service.
