Summary

Expands the enumerated powers of the U.S. Postal Service (USPS) to include the authority to provide nonpostal services. Removes existing conditions that limit nonpostal services to certain services offered as of January 1, 2006. Prohibits the USPS from entering into contracts with any corporation not incorporated in the United States. Directs the Postmaster General to report annually to Congress on the nonpostal services provided by the USPS during each preceding year with an analysis of the costs associated with, and the revenues generated by, each nonpostal service.
