Requires the Director of the Office of Management and Budget to: (1) develop and implement a system for determining the number of individuals employed by non-Federal entities providing services under service contracts awarded by executive branch agencies; and (2) report to the Congress annually on the number of such individuals and the number of individuals employed by non-Federal entities, in jobs comparable to those occupied by career Federal employees, providing such services.
