Title V: Foreign Operations, Export Financing, and Related Agencies - Rescinds FY 1994 funds appropriated to the President for international security assistance. Title VI: Department of the Interior and Related Agencies - Rescinds FY 1994 funds appropriated to the Department of the Treasury for biomass energy development. Title VII: Department of Transportation and Related Agencies - Rescinds FY 1994 funds appropriated to the Department of Transportation for essential air services and rental payments, the Coast Guard for operating expenses, the Federal Aviation Administration, the Federal Highway Administration, and the Federal Railroad Administration. Title VIII: Treasury, Postal Service, and General Government - Rescinds FY 1994 funds appropriated to the General Services Administration for the Federal Buildings Fund. Title IX: Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies - Rescinds FY 1994 funds made available to: (1) the Department of Housing and Urban Development for certain housing programs; (2) the National Aeronautics and Space Administration for research and development, space flight expenses, and construction; and (3) the National Science Foundation for academic research infrastructure.
