Summary

Instructs the Federal Energy Regulatory Commission, upon licensee request, to: (1) issue an order staying a specified hydroelectric license in the State of Alaska; (2) lift such stay, but not later than six years after the date that it receives written notice that construction of the Swan-Tyee transmission line is completed; and (3) extend for not more than three consecutive two-year periods the time during which such licensee is required to commence project construction.
