Summary

Amends Federal law to revise the procedures that the Postal Service must follow when it determines that there should be a change in the nature of postal services which would generally affect service on a nationwide or substantially nationwide basis. Requires the Postal Rate Commission to submit a copy of its opinion of such a proposal to the Board of Governors of the U.S. Postal Service. States that if the Commission concludes that such a proposal should be rejected, the Postal Service may not implement it except with the written concurrence of all of the Governors then holding office.
