Summary

Amends the Federal Water Pollution Control Act to prescribe minimum penalties that may be assessed by the Environmental Protection Agency (EPA) for the discharge of oil or hazardous substances into U.S. waters. (Current law provides that such penalties shall not exceed such amounts.) Limits the penalties to specified amounts per barrel. Directs the EPA Administrator to report biennially to the Congress on the adequacy of the National Contingency Plan and any regulations concerning the discharge of oil.
