A bill to amend title 39, United States Code, to establish a Stamp Selection Committee.

Summary

Amends Federal law to establish a Stamp Selection Committee to select for recommendation to the Postmaster General an adequate number and variety of subjects for representation on postage stamps and other stamped paper, cards, and envelopes. Requires the Postal Service to: (1) select all subjects for representation on postage stamps, stamped paper, cards, and envelopes from among the recommendations made by the Committee; and (2) submit all designs it adopts for them for review by the Committe. States that if such design has not been approved by the Committee it shall not be printed, manufactured, or made available to the public.
