Summary
Amends Federal law to grant the Postal Rate Commission the right to intervene as a party in any appeal of a decision by the Governors of the Postal Service to reject or modify a recommended decision or to allow a recommended decision under protest and to return it to the Commission for reconsideration and a further recommended decision. (Currently, the Commission is prohibited from intervening in such appeals.)
