A bill with regard to Presidential certifications on conditions in El Salvador.

Summary

Amends the International Security and Development Cooperation Act of 1981 to allow the President to make the fourth certification which is required for continuing aid to El Salvador only if the certification includes a determination by the President that El Salvador has: (1) made good faith efforts since the last such certification to investigate and prosecute those responsible for the murders of six U.S. citizens; and (2) taken all reasonable steps to investigate the disappearance of journalist John Sullivan and the murder of Michael Kline.
