Uniform Regulatory Jurisdiction Act of 1987 - Provides that the rates and charges for natural gas transportation in a service area determined by the Federal Energy Regulatory Commission shall be regulated by the State commission in the State in which the gas is consumed if that is the election of the person transporting such gas.
