Summary
District of Columbia Management Restoration Act of 1999 - Repeals subtitle B (District of Columbia Management Reform Act of 1997) of title XI (District of Columbia Revitalization) of the Balanced Budget Act of 1997, which requires the District of Columbia Financial Responsibility and Management Assistance Authority and the government of the District of Columbia to develop and implement management reform plans for specified District of Columbia governmental departments. Makes a conforming amendment to the Taxpayer Relief Act of 1997.
