Concerning the establishment of a South Pacific Nuclear Free Zone.

Summary

Expresses the sense of the Congress that: (1) the Treaty of Rarotonga (which prohibits the testing, manufacture, acquisition, and stationing of nuclear weapons in the territory of parties to the Treaty and the dumping of radioactive wastes at sea) is consistent with U.S. security commitments in the South Pacific and satisfies the seven criteria established by the U.S. Government for judging the effectiveness of proposed nuclear weapon-free zones; (2) signature and ratification of the protocols to that Treaty would be in the U.S. national interest and would not prejudge U.S. policy with respect to proposals for such zones in other regions; and (3) the United States should sign and ratify the protocols to that Treaty.
