Endorses certain prerequisites for gathering and analyzing data, including instrumentation and detectors and laboratory astrophysics. Endorses certain major new programs, including an Advanced X-Ray Astrophysics Facility and a Very-Long-Baseline Array of radio telescopes. Endorses other moderate and lower cost new programs, including an augmentation to the NASA Explorer Program, an Advanced Solar Observatory in space, a ground based antenna and a spatial interferometer.
