Summary

Expresses the sense of Congress that the President should: (1) declare an economic emergency for San Diego and Orange Counties due to the electricity crisis; and (2) authorize that, until December 31, 2002, Federal electric energy shall be available for purchase by investor-owned electric utilities for resale to California consumers, and at the same wholesale rates applicable to wholesale Federal power sales to public power agencies.
