Summary
Expresses the sense of the House of Representatives that the U.S. Government should: (1) immediately recognize the Government of the Republic of Lithuania; (2) discuss with the charge d' affaires of Lithuania upgrading the status of the Lithuanian legation in Washington, D.C., to that of an embassy; (3) enter into negotiations with the Lithuanian Government over establishment of an official U.S. Representative Office in Vilnius; (4) enter into negotiations with such Government and private U.S. corporate and philanthropic entities over establishment and funding of a U.S. Foundation for Lithuania with offices in Vilnius, Kaunas, and Klaipeda, to provide library facilities, language courses, and economic and business and municipal management instruction for Lithuanian citizens and residents; (5) enter into negotiations with such Government and interested third-party states over the provision of direct assistance to such Government and the establishment of a Baltic Bank for Reconstruction and Development; and (6) stress in such negotiations that Foundation and Bank services will be made available to Baltic citizens and residents without regard to linguistic ability, sex, race, or ethnicity.
