Urges the President to: (1) review General Agreement on Tariffs and Trade (GATT) mechanisms to determine whether U.S. participation in GATT will afford the United States relief with respect to its complaints regarding international trade; and (2) recommend to the Congress reductions in U.S. funding of GATT if GATT will not afford such relief.
