Amends rule XXIII of the Rules of the House of Representatives to prohibit a Member, Delegate, or Resident Commissioner from having access to classified information (including access through attendance at any briefing or other event at which classified information is presented) unless such individual meets the same security clearance and confidentiality requirements as Permanent Select Committee on Intelligence employees.
