Summary
Amends rule I of the Rules of the House of Representatives to require the Speaker of the House to implement a system to allow each Member to vote in the House and in the Committee of the Whole from within that Members's district using a secure, electronic device if: (1) the Member or his or her spouse, child, or stepchild, is seriously ill; or (2) within the past two weeks, a child has been born to the Member or the Member's spouse, the Member's spouse, child, stepchild, parent, or sibling has died, or a natural disaster has occurred within the Member's district.
