Summary
Urges: (1) Israel and the Palestine Liberation Organization to reach agreement on the modalities for holding free and democratic elections in Gaza and the West Bank at the earliest possible moment; (2) the Administration to assist Israel and the Palestinian Council in negotiating the election modalities promptly and to offer the assistance of U.S. agencies and institutions in the preparation for Palestinian elections; and (3) that universal suffrage be afforded to all qualified Palestinians, including residents of East Jerusalem and displaced Palestinians registered before June 4, 1967, without reference to race, religion, gender, or citizenship.
