Expresses the sense of the Congress that the President should enter into negotiations with Canada and Mexico to agree to establish a North American Commission for Cooperation and Development. States that the agreement should provide that: (1) each member country be represented by a Commissioner who shall head a delegation of experts; (2) each Commissioner should participate on an equal basis; and (3) additional Western Hemisphere countries may become members of the Commission.
