Summary
Justice for the Victims of Pan Am 103 Resolution of 2001 - Expresses the sense of Congress that: (1) the international community should condemn the Government of Libya and its leader, Muammar Qadhafi, for support of international terrorism, including the bombing of Pan Am 103; (2) such Government should make a complete accounting of its involvement in that bombing, accept responsibility, compensate the families of the victims, and renounce support for international terrorism; and (3) the President should instruct the U.S. Permanent Representative to the United Nations (UN) to use the voice and vote of the United States to maintain UN sanctions against Libya until all conditions in applicable Security Council resolutions are met, and to seek the reimposition of sanctions if Libya fails to comply. Declares that it should be U.S. policy to: (1) oppose the removal of UN sanctions until the Libyan Government has taken such actions; (2) maintain such sanctions until the Libyan Government has fulfilled the requirements of UN Security Council Resolutions 731, 748, 883, and 1192, the President certifies that Libya no longer provides support for international terrorism, and such Government is not pursuing weapons of mass destruction or the means to deliver them in contravention of U.S. law.
