<b>Inhalt:</b> Ratifizierung des am 8. November 1985 in Straßburg unterzeichneten Zweiten Zusatzprotokolls vom 17. März 1978, ergänzende vertragliche Regelung über die "akzessorische Auslieferung", die Auslieferung bei "fiskalischen Straftaten", zur Vollstreckung von Abwesenheitsurteilen und im Falle einer Amnestie sowie über den justizministeriellen Geschäftsweg. Es entstehen kein zusätzlichen Kosten.
