Bezug: Siehe auch den Bericht der Bundesregierung "Die Reform des Post- und Fernmeldewesens in der Bundesrepublik Deutschland (BT Drs. 11/2855) Inhalt: Neustrukturierung der Deutschen Bundespost durch Trennung der vom Bundesminister für Post und Telekommunikation wahrzunehmenden Hoheitsaufgaben von den Unternehmensaufgaben, die der Bundespost übertragen werden; Gliederung der Bundespost in drei öffentliche Unternehmen: Post-, Postbank- und Fernmeldedienste, geleitet nach unternehmerischen Grundsätzen von Unternehmensorganen (Vorstand/ Aufsichtsrat) unter politischer Aufsicht; Gewährung größerer Flexibilität im Personalbereich und im Bereich der Wirtschaftsführung; ordnungspolitische Reform der Neuabgrenzung zwischen Monopolbereich (Fernmeldenetz und Telefondienst) und Wettbewerbsbereich (sonstige Telekommunikationsdienste und Endgerätemarkt); Entwurf eines Postverfassungsgesetzes, Überleitungsbestimmungen, Aufhebung von Rechtsverordnungen, des Postverwaltungsgesetzes sowie der Verordnung über die Vertretung der Deutschen Bundespost; Änderung des Gesetzes über das Postwesen, des Gesetzes über Fernmeldeanlagen sowie 14 weiterer Gesetze; Ermächtigung des Bundespostministers zur Bekanntmachung der Neufassung des Gesetzes über das Postwesen und des Gesetzes über Fernmeldeanlagen. Bei der Ausführung des Postverfassungsgesetzes können dem Bund Kosten entstehen, deren Höhe aber erst nach Vorliegen eines entsprechenden Stellenplans ermittelt werden können.
