<b>Bezug:</b> Siehe auch F01 und F08 <br><br><b>Europäische Impulse:</b> Beschlüsse des Europäischen Rates vom 11. und 12.2.1988 <br><br><b>Inhalt:</b> Umsetzung der Beschlüsse des Europäischen Rates vom 11. und 12.2.1988 zur Begrenzung der landwirtschaftlichen Überschußproduktion in nationales Recht: Zahlung einer Produktionsaufgaberente an über 58jährige landwirtschaftliche Unternehmer bei Einstellung der landwirtschaftlichen Erwerbstätigkeit, Ausschluß möglicher Nachteile in der gesetzlichen sozialen Sicherung; entsprechende Leistungen für landwirtschaftliche Arbeitnehmer und mitarbeitende Familienangehörige, deren Beschäftigungsverhältnis aufgrund einer Stillegung, Abgabe des landwirtschaftlichen Unternehmens oder einer Maßnahme der Teilflächenstillegung, Extensivierung oder der endgültigen Aufgabe von Rebflächen im Rahmen der Gemeinschaftsaufgabe "Verbesserung der Agrarstruktur und des Küstenschutzes" endet; Befristung der Regelung auf drei Jahre; Änderung der §§ 3, 13 und 52 Einkommensteuergesetz. Dem Bund entstehen Kosten von 115 Mio DM (1989), 250 Mio DM (1990), 350 Mio DM (1991) und 380 Mio DM (1992). <br><br><b>Änderungen aufgrund der Ausschußempfehlung:</b> Ermöglichung des Erwerbs von Flächen in Wasserschutzgebieten durch die Gemeinden, Änderung der Berechnungsgrundlage des Flächenzuschlags, Gleichbehandlung von Arbeitnehmern und Unternehmern bei der Produktionsaufgaberente. <br><br><b>Nebenschlagwörter:</b> Landwirt/Zahlung einer Produktionsaufgaberente an ältere Unternehmer
