Summary

<b>Bezug:</b> Siehe auch F07 <br><br><b>Inhalt:</b> Verbesserung der Wettbewerbsstellung der bäuerlichen Familienbetriebe gegenüber flächenunabhängigen Tierhaltungsbetrieben und Betrieben mit geringer Flächenbindung: Gewährung eines soziostrukturellen Einkommensausgleichs für Verluste von Änderungen der landwirtschaftlichen Umrechnungskurse im Europäischen Währungssystem, zu diesem Zweck Einführung einer Flächenbindung für die Ausbringung von Wirtschaftsdünger tierischer Herkunft zusätzlich zur Bindung landwirtschaftlicher Tierhaltung an die eigene Futtergrundlage nach dem Bewertungsgesetz; Änderung §§ 1, 2 und 9, Einfügung § 1a Düngemittelgesetz betr. Vorschriften für die Anwendung von Düngemitteln nach guter fachlicher Praxis. Die Aufwendungen für den Einkommensausgleich sind durch Entscheidung des Rates im Volumen auf die bis zum 31.12.1988 gewährte Beihilfe in Form einer Kürzung der Umsatzsteuerschuld beschränkt und bis zum 31.12.1992 befristet. Von den jährlichen Kosten von 1,1 Mrd DM entfallen 715 Mio DM auf den Bund. <br><br><b>Änderungen aufgrund der Ausschußempfehlung:</b> Anfügung des Zitiertitels LaFG, Abstellen der Ausgleichsleistungen für einen Betrieb auf das Vorhandensein von Wirtschaftsgebäuden, Einbeziehung der teichwirtschaftlich genutzten Flächen und der Binnenfischerei in das Gesetz, Klarstellung der Obergrenze von Tierbeständen, Berücksichtigung von Anregungen des Bundesbeauftragten für den Datenschutz, Neufassung von § 1a Düngemittelgesetz zur Festlegung des absoluten Stickstoffgehalts einer Düngeeinheit; Änderung § 41 Bewertungsgesetz: Halbierung der Zuschläge wegen verstärkter Tierhaltung bei der Einheitsbewertung land- und forstwirtschaftlichen Vermögens; Änderung § 1 Abs.5 des Gesetzes über die Altenhilfe für Landwirte: Berücksichtigung der Halbierung der Viehzuschläge im Bewertungsgesetz; Änderung der Anlage 1: Anpassung der Obergrenze für Zuchtsauen an das Einkommenspotential bei anderen Tierarten. <br><br><b>Nebenschlagwörter:</b> Landwirtschaftsbetrieb/Förderung des bäuerlichen Familienbetriebs * Tierhaltung/Förderung des bäuerlichen Familienbetriebs * Landwirtschaftliches Einkommen/Einkommensausgleich für bäuerliche Familienbetriebe * Landwirtschaftliche Betriebsfläche/Flächenbindung für Wirtschaftsdünger tierischer Herkunft * Düngemittel/ Flächenbindung für Wirtschaftsdünger tierischer Herkunft * Düngemittelgesetz/Änderung versch. §§ betr.
