<b>Bezug:</b> Bericht über die Anwendung und Auswirkungen des Chemikaliengesetzes (BT Drs. 10/5007) <br><br><b>Europäische Impulse:</b> Gefahrstoffrichtlinie der EWG (ABl. Nr. L 259 S. 10), Zubereitungsrichtlinie der EWG (ABl. Nr. L 187 S. 14), 1. GLP- Richtlinie der EWG (ABl. Nr. L 15 S. 29), 2. GLP-Richtlinie der EWG (ABl. Nr. L 145 S. 35) und weitere EG-Verordnungen <br><br><b>Inhalt:</b> Änderung und Ergänzung verschiedener §§ Chemikaliengesetz: Verankerung des Vorsorgeprinzips bei gleichzeitiger Senkung der Eingriffsschwelle für Verbote, gesetzliche Voraussetzungen zur Lösung des Altstoffproblems, Ausdehnung des Kennzeichnungsrechts auf Erzeugnisse, Ausweitung der Mitteilungspflicht für von der Anmeldung ausgenommene neue Stoffe, Mitteilungspflicht für Exportstoffe und innerbetriebliche Zwischenprodukte, Mitteilungspflicht über besonders gefährliche Zubereitungen, Ausdehnung der behördlichen Überwachungsbefugnisse auf den Vollzug von EG-Verordnungen, Ausdehnung der Vorschrift über betriebliche Maßnahmen auf den Schutz aller Beschäftigten und Einführung neuer Regelungen zur Vermeidung von Tierversuchen; Änderung der §§ 20 und 40 Gesetz zum Schutz der Kulturpflanzen sowie der §§ 3 und 15 Verordnung über gefährliche Stoffe; Neufassungsermächtigung. Es entstehen Mehrkosten von ca. 10 Mio DM jährlich für den Bund und ca. 3 Mio DM jährlich für die Länder. <br><br><b>Änderungen aufgrund der Ausschußempfehlung:</b> U.a. Regelung für Gefahrstoffdateien, Regelung der Einrichtung von Gegenständen im Zusammenhang mit einer Straftat oder Ordnungswidrigkeit; Einfügung eines § 714a RVO betr.
