<b>Inhalt:</b> Ablösung des Jugendwohlfahrtsgesetzes von 1922 durch eine zeitgemäße Rechtsgrundlage für die Tätigkeit der Jugendämter und der freien Jugendhilfe, Förderung der Jugendarbeit, der Erziehung in der Familie, Hilfen für alleinstehende Elternteile, Verbesserung der Angebote der Tagesbetreuung von Kindern, gesetzliche Verankerung ambulanter und teilstationärer erzieherischer Hilfen, Neuordnung der öffentlich-rechtlichen Regelungen im Pflegekinderwesen, Hilfen für junge Volljährige, vorrangige Zuordnung seelisch behinderter Kinder und Jugendlicher zur Jugendhilfe, Neuordnung der Heimaufsicht; Achtes Buch Sozialgesetzbuch: Kinder- und Jugendhilfe als Art. 1 des Gesetzentwurfs, Änderung von Art. 1 §§ 8 und 27 sowie Art. 2 § 1 - Allgemeiner Teil sowie von Art. 1 § 64 - Verwaltungsverfahren des Sozialgesetzbuchs, § 104 Bundessozialhilfegesetz, §§ 1838, 1849 bis 1851a BGB, div. §§ Jugendgerichtsgesetz, §§ 49 und 49a des Gesetzes über die Angelegenheiten der freiwilligen Gerichtsbarkeit, §§ 1, 4 und 5 des Gesetzes über die Durchführung von Statistiken auf dem Gebiet der Sozialhilfe und sonstigen Bundesrechts. Für Kreise, kreisfreie Städte und kreisangehörige Gemeinden entstehen Mehrkosten von 420 Mio DM jährlich (vollwirksam ab 1995) sowie zusätzliche jährliche Mehrkosten wegen des Ausbaus der Tagesbetreuung für Kinder. <br><br><b>Änderungen aufgrund der Ausschußempfehlung:</b> U.a. Wunsch- und Wahlrecht der Leistungsberechtigten, Gleichberechtigung von Mädchen und Jungen, Absicherung der Rechtsstellung der Pflegeeltern im Hinblick auf Geschäfte des täglichen Lebens, Schutz personenbezogener Daten gem. den Anforderungen des Bundesverfassungsgerichts, Zuordnung der seelisch behinderten Kinder und Jugendlichen zur Jugendhilfe, Kostenregelungen, Änderung des § 1709 (gesetzliche Pflegschaft für nichteheliche Kinder) und des § 1791 BGB. <br><br><b>Nebenschlagwörter:</b> Jugendhilfe/Kinder- und Jugendhilfegesetz * Kind/Neuordnung des Kinder- und Jugendhilferechts * Jugendarbeit/Förderung der Jugendarbeit gem.
