<b>Bezug:</b> "Vorschläge zur Reform des Bundesausbildungsförderungsgesetzes" des Beirats für Ausbildungsförderung beim Bundesminister für Bildung und Wissenschaft vom Oktober 1988 Achter Bericht der Bundesregierung nach Par. 35 BAföG (BT Drs. 11/ 5524) Siehe auch O05 <br><br><b>Inhalt:</b> Strukturelle Verbesserung des geltenden Ausbildungsförderungsrechts in wesentlichen Punkten: Anhebung der relativen Freibeträge vom Elterneinkommen zur Verbesserung der finanziellen Situation von Familien mit mittleren Einkommen, Abhängigkeit der Ausbildungsförderung während einer Zweitausbildung von der wirtschaftlichen Leistungskraft der Eltern, Aufnahme der Schüler von Berufsaufbauschulen und Fachoberschulklassen sowie der Schüler von Fach- und Berufsfachschulklassen (ab Klasse 11) in die Förderung, Einführung eines Teilzuschusses von 50 v.H. in der Ausbildungsförderung der Studierenden, Ergänzung des leistungsabhängigen Darlehensteilerlasses um eine Zeitkomponente, Anhebung der monatlichen Rückzahlungsmindestrate für Darlehen auf 200 DM, Einführung einer Studienabschlußförderung, Anhebung des Krankenversicherungszuschlages für Studenten, Verbesserung der Förderung der behinderten Auszubildenden, Anhebung der Bedarfssätze zum Herbst 1990 und der Freibeträge jeweils zum Herbst 1990 und zum Herbst 1991 um durchschnittlich 3 v.H., Neufassungsermächtigung, Rückkehr zum einheitlichen Verordnungsrang; Änderung zahlreicher §§ des Bundesausbildungsförderungsgesetzes, Änderung § 40 Arbeitsförderungsgesetz. Der Gesamtaufwand für die Leistungen nach dem Bundesausbildungsförderungsgesetz beträgt für Bund und Länder 1990: 2,577 Mrd DM, 1991: 2,931 Mrd DM, 1992: 2,899 Mrd DM und 1993: 2,369 Mrd DM; dem stehen erhöhte Einnahmen aus Darlehensrückflüssen und Steuermehreinnahmen gegenüber. Im Bereich der Sozialhilfe werden die Gemeinden insgesamt finanziell entlastet werden. <br><br><b>Änderungen aufgrund der Ausschußempfehlung:</b> Verordnungsermächtigung zur Gewährung von BAföG an Studierende aus der DDR, Mißbrauchsbegrenzungen bei Auslandsstudien, Klarstellung bei der Erfassung von Unfallrenten als Einkommen, stärkere Berücksichtigung der Pflege und Erziehung eines Kindes bei der Bemessung der Förderungsdauer. <br><br><b>Nebenschlagwörter:</b> Familienlastenausgleich/BAföG-Förderung von Familien mit mittlerem Einkommen * Schüler/Schüler-BAföG ab Klasse 11 * Studienabschluß/ Studienabschlußförderung * Studiendarlehen/Teilzuschuß von 50 v.H. zum Studiendarlehen * Studentische Krankenversicherung/Anhebung des Krankenversicherungszuschlags für Studenten * Behinderter/Förderung von behinderten Studierenden * Arbeitsförderungsgesetz/Änd. § 40 AFG betr.
