Inhalt: Beleihung der Deutschen Agentur für Raumfahrtangelegenheiten (DARA) durch die zuständigen obersten Bundesbehörden mit Verwaltungsaufgaben auf dem Gebiet der Raumfahrt, insbesondere Raumfahrtplanung, Programmdurchführung und Vertretung der deutschen Raumfahrtinteressen im internationalen Bereich, Befugnis zur selbständigen Mittelbewirtschaftung, Prüfungsrecht des Bundesrechnungshofes. Es entstehen keine Kosten. Änderungen aufgrund der Ausschußempfehlung: Verstärkung der Verpflichtung der Bundesressorts zur Übertragung von Verwaltungsaufgaben im Bereich Weltraumpolitik auf die DARA.
