<b>Inhalt:</b> Ratifizierung der am 23.12.1977 in Bern von der Bundesregierung unterzeichneten Zusatzprotokolle vom 8.6.1977 zu den Genfer Abkommen vom 12.8.1949 über den Schutz der Opfer internationaler bewaffneter Konflikte (Protokoll I) und nicht internationaler bewaffneter Konflikte (Protokoll II), Beauftragung des Deutschen Roten Kreuzes mit der Einrichtung und Betreibung eines amtlichen Auskunftsbüros über den Verbleib von Kriegsgefangenen und Zivilpersonen im Falle eines Konfliktes.
