Beratung zusammengeführt mit dem Gesetzentwurf der CDU/CSU und FDP H13 (BT-Drs11/7781)<br /> <br /> <strong>Inhalt:</strong> Herabsetzung der Grundwehrdienstdauer von 15 auf 12 sowie der Zivildienstdauer von 20 auf 15 Monate zum 1. Oktober 1990, Entlassung der Wehrpflichtigen, die am 30. September 1990 zwölf Monate oder länger Grundwehrdienst geleistet haben, Einführung einer Verpflichtungszeit von unter 2 Jahren für Grundwehrdienstleistende, die freiwillig 15 oder 18 Monate dienen wollen, Regelung ihrer Besoldung ab dem 7. oder 10. Dienstmonat, Angleichung der Übergangsbeihilfe für diesen Personenkreis, Neufestsetzung der Dienstzeiten für Pflichtige im Zivil- und Katastrophenschutz sowie im Entwicklungsdienst; Änderungen des Wehrpflichtgesetzes, des Soldatenversorgungsgesetzes, des Wehrsoldgesetzes, des Zivildienstgesetzes, des Gesetzes über die Erweiterung des Katastrophenschutzes und des Bundesbesoldungsgesetzes, Neufassungsermächtigung für das Wehrpflichtgesetz und das Zivildienstgesetz. Im Einzelplan 14 - BMVg - ergeben sich Einsparungen von 1990 54 Mio DM und ab 1990 jährlich 569 Mio DM; im Einzelplan 15 - BMJFFG - ergibt sich 1990 ein Mehrbedarf von 60 Mio DM, in den Folgejahren ein Minderbedarf von 1991 142 Mio DM, 1992 206 Mio DM, 1993 239 Mio DM und 1994 241 Mio DM.<br /> <br /> <strong>Änderungen aufgrund der Ausschußempfehlung:</strong> Zusammengeführt mit H13 (BT-Drs11/7781)<br /> <br /> <strong>Änderungen durch das Vermittlungsverfahren:</strong> Gleiche Dauer von Zivildienst und Grundwehrdienst, 13 Monate Zivildienst für Dienstpflichtige, die vor dem 30.09.1990 einen Antrag auf Anerkennung als Kriegsdienstverweigerer gestellt haben.<br /> <br /> <strong>Nebenschlagwörter:</strong> Wehrpflichtgesetz/Änd. der §§ 5, 6 und 13 WehrPG betr. 12 Monate Grundwehrdienst * Zivildienstgesetz/Änd. versch. §§ ZDG betr. 15 Monate Zivildienst * Soldat auf Zeit/Verpflichtung von 15 oder 18 Monaten * Soldatenversorgungsgesetz/Änd. der §§ 12, 13 und 41 betr.
