Inhalt: Ratifizierung des am 29.5.1990 unterzeichneten Übereinkommens: Förderung des wirtschaftlichen Fortschritts, des Wiederaufbaus und der ökologisch auch langfristig unbedenklichen Entwicklung der mittel- und osteuropäischen Staaten, die ihre Volkswirtschaft nach marktwirtschaftlichen Grundsätzen reformieren wollen, durch Kreditvergabe und Gewährung technischer Hilfe im privatwirtschaftlichen Sektor, insbesondere für kleine und mittlere Betriebe. Die Bundesrepublik Deutschland verpflichtet sich, der EBWE ab 1991 in fünf Jahresraten als einzahlbaren Grundkapitalanteil 255,525 Mio ECU (= 521 Mio DM) zur Hälfte bar zur Verfügung zu stellen und die andere Hälfte in nichtübertragbaren unverzinslichen Schuldscheinen zu leisten, ferner zur Absicherung von Kreditaufnahmen der Bank Haftungskapital in Höhe von 596,225 Mio ECU (= 1,216 Mrd DM) zu zeichnen.
