<b>Bezug:</b> Siehe auch J02 <br><br><b>Inhalt:</b> Begrenzung der Investitionsausgeben für den kommunalen Straßenbau auf 2,5 Mrd DM jährlich, entsprechende Anpassung der Zweckbildung der dafür bestimmten Anteile am Mineralölsteueraufkommen; Änderung des Aufteilungsverhältnisses der Mittel für den Kommunalen Straßenabu und den öffentlichen Personennahverkehr von bisher 50:50 in 43:57; Stärkung des öffentlichen Personennahverkehrs außerhalb der Verdichtungsräume durch befristete Einbeziehung von Omnibussen in die Förderung; Änderung des § 2 Abs. 1, § 4 Abs. 1, § 6 Abs. 1, § 10 Abs. 1, 2 und 3, § 11 Abs. 1. Kostenentlastung des Bundeshaushalts von 281 Mio DM (1988) bis 378 Mio DM (1990). <br><br><b>Änderungen aufgrund der Ausschußempfehlung:</b> Plafondierung der zweckgebundenen Mittel auf jährlich 2,6 Mrd DM; Festhalten am Aufteilungsschlüssel 50:50 zwischen ÖPNV und kommunalem Straßenbau; Bereitstellung von vorab 100 Mio DM zur Fertigstellung begonnener Projekte des ÖPNV für 4 Jahre; Bewilligung von jährlich bis zu 100 Mio DM für die Erst- oder Ersatzbeschaffung von Bussen insbesondere im ländlichen Raum; Umschichtungsmöglichkeit für die Länder von bis zu 30 v.H. der kommunalen Straßenbaumittel zur Förderung von ÖPNV-Vorhaben sowie Umverteilungsmöglichkeit von ÖPNV-Mitteln zum kommunalen Straßenbau ab 1992 für die Länder, die beim ÖPNV nur geringen Mittelbedarf haben. <br><br><b>Nebenschlagwörter:</b> Kommunaler Straßenbau/Begrenzung der Förderung durch den Bund * Öffentlicher Personennahverkehr/Verstärkte Förderung durch den Bund * Omnibusverkehr/Förderung durch das Gemeindeverkehrsfinanzierungsgesetz
