Summary

<strong>Bezug:</strong> Der Gesetzentwurf ist weitgehend textidentisch mit der Regierungsvorlage R08 (BT-Drs 12/1363); vergleiche auch R07; in der 2. Beratung zusammengeführt mit der Regierungsvorlage R08<br /> <br /> <strong>Inhalt:</strong> Leistungsverbesserungen bei einigen Regelungen der Gesundheitsreform: Herabsetzung des Höchstbetrages bei der Zuzahlung für Arzneimittel von 15 auf 10 DM und Einführung einer Mindestzuzahlung von 1 DM, Verdoppelung der Bezugsdauer beim Kinderkrankengeld und Heraufsetzung der Altersgrenze von 8 auf 12 Jahre, Klarstellung beim Anspruch auf nichtärztliche sozialpädiatrische Leistungen, Erleichterung bei der Vorversicherungszeit für Pflegeleistungen, gleitende Härtefallregelung beim Zahnersatz, Entlastung der Versicherten in den neuen Bundesländern bei den Härteklauseln; Änderung zahlreicher §§ des 5. Buches Sozialgesetzbuch, Änderung § 14 des Zweiten Gesetzes über die Krankenversicherung der Landwirte. Der gesetzlichen Krankenversicherung (GKV) entstehen Mehrausgaben von rd. 300 Mio DM. Im Beitrittsgebiet entstehen der GKV Kosten von 0,8 bis 1,2 Mrd DM im Jahre 1992.<br /> <br /> <strong>Änderungen aufgrund der Ausschußempfehlung:</strong> Weiterführung der Zuzahlung für nicht festbetragsgebundene Arznei- und Verbandsmittel von 3 DM je Mittel bis zum 30.9.1992, Verschiebung des Zeitpunkts des Inkrafttretens der prozentualen Zuzahlungsregelung auf den 1.10.1992, Sonderregelungen für die neuen Bundesländer bis zum 30.9.1992; Folgeänderungen in verschiedenen Sozialgesetzen, insbesondere 6. Buch Sozialgesetzbuch, Reichsversicherungsordnung, Arbeitsförderungsgesetz und Bundesversorgungsgesetz.<br /> <br /> <strong>Änderungen durch das Vermittlungsverfahren:</strong> Hinausschieben des Beginns der Zuzahlung für nicht festbetragsgebundene Arzneimittel vom 30.9./1.10.1992 auf den 30.6./ 1.7.1993.<br /> <br /> <strong>Nebenschlagwörter:</strong> Arzneimittelpreis/Herabsetzung des Höchstbetrages bei der Zuzahlung für Arzneimittel, Verschiebung des Zuzahlungsbeginns * Krankengeld/ Verdoppelung der Bezugsdauer beim Kinderkrankengeld * Pflegekosten/ Erleichterung bei der Vorversicherungszeit für Pflegeleistungen * Zahnersatz/Härtefallregelung beim Zahnersatz * Neue Bundesländer/ Erweiterung des Freistellungsangebots im Beitrittsgebiet zur Pflege kranker Kinder * Kind/Erweiterung des Freistellungsangebots im Beitrittsgebiet zur Pflege kranker Kinder * Krankenversicherung der Landwirte/Änderung versch. §§ KVLG 1989 betr.
