Bezug: Internationaler Fernmeldevertrag in der am 6.11.1982 in Nairobi beschlossenen Fassung Inhalt: Ratifizierung der am 30.6.1989 in Nizza unterzeichneten Konstitution und Konvention, die den Internationalen Fernmeldevertrag Nairobi 1982 ablösen, wesentliche Änderungen: Schaffung eines nur mit qualifizierter Mehrheit zu ändernden Regelungswerks von grundsätzlicher Bedeutung (Konstitution) sowie von mit geringerer Mehrheit zu ändernden Ausführungsbestimmungen (Konvention), Einrichtung eines Büros für die Entwicklung des Fernmeldewesens (BDT), Beauftragung der nächsten Konferenz mit der Überprüfung eines Kommissionsberichts über den Aufbau und die Arbeitsweise der Union, Erweiterung des Verwaltungsrats u.a.m. Der Beitrag zu den Kosten der Internationalen Fernmeldeunion von derzeit jährlich etwa 10 Mio DM wird aus dem Bundeshaushalt geleistet.
