<b>Bezug:</b> Erstes Gesetz zur Umsetzung des Spar-, Konsolidierungs- und Wachstumsprogramms siehe D53 Steuerrechtlicher Teil des Sparprogramms siehe D56 <br><br><b>Inhalt:</b> Zusätzliche Haushaltseinsparungen im Rahmen des Spar-, Konsolidierungs- und Wachstumsprogramms der Bundesregierung vom 13.7.1993: Absenkung der Sozialhilfeaufwendungen durch eine Null- Runde bei den Regelsätzen vom 1.7.1994 bis 30.6.1995 und eine Erhöhung für den Zeitraum vom 1.7.1995 bis 30.6.1996 bis zu höchstens 3 v.H., Wegfall der Mutterschaftspauschale, stärkere Kostenbeteiligung der Beschäftigtenstellen für die Inanspruchnahme von Zivildienstleistenden; Folgeänderungen zum Kindergeld beim Bundesausbildungsförderungsgesetz, Einführung eines Kassenverstärkungskredits für den Fonds "Deutsche Einheit", Änderungen im Zivildienstgesetz und im Soldatenversorgungsgesetz infolge der Änderungen im Arbeitsförderungsgesetz sowie beim Unterhaltsvorschußgesetz; Änderung und Neueinfügungen verschiedener §§ Bundessozialhilfegesetz (Art. 1), Streichung von § 200a Reichsversicherungsordnung (Art. 2) sowie von § 30 Gesetz über die Krankenversicherung der Landwirte (Art. 3), Änderung des § 6 und Einfügung eines neuen § 51b Zivildienstgesetz (Art. 4), Änderung des § 21 Bundesausbildungsförderungsgesetz (Art. 5), des § 5 Gesetz über die Errichtung eines Fonds "Deutsche Einheit", der §§ 86a und 88a Soldatenversorgungsgesetz (Art. 7) sowie von § 1 Unterhaltsvorschußgesetz; Neufassungsermächtigungen. Den Gebietskörperschaften entstehen 1994 Einsparungen von insgesamt 685 Mio DM, ansteigend auf 1,355 Mrd DM in 1995 und jeweils 1,57 Mrd DM in 1996 und 1997. Hiervon entfallen auf den Bund 369 Mio DM (1994), 559 Mio DM (1995) und jeweils 564 Mio DM (1996 und 1997), während die Länder mit jeweils 4 Mio DM zusätzlich belastet werden. <br><br><b>Änderungen aufgrund der Ausschußempfehlung:</b> Schaffung der Möglichkeit zur Verpflichtung Sozialhilfesuchender zu gemeinnützigen Arbeiten, Kostenersatz für Sozialhilfeleistungen bei vorsätzlichem oder grob fahrlässigem Verhalten, Vorrang von Ersatzansprüchen der Sozialhilfeträger, Eigenbeteiligung der Beschäftigungsstellen an den Kosten für Wehrdienstverweigerer mit 4 DM, Streichung des Bekleidungsgelds für Zivildienstleistende, Aufnahme eines neuen Art. 9 betr. Änderung von § 3 Asylbewerberleistungsgesetz (Anpassung an die Neuregelung des Bundessozialhilfegesetzes) sowie Aufnahme eines Art. 11 Kommunale Investitionspauschalen 1993 (Möglichkeit des Mittelabrufs im Jahr 1994) u.a.m. <br><br><b>Änderungen durch das Vermittlungsverfahren:</b> Verzicht auf eine Nullrunde bei den Sozialhilferegelsätzen, Begrenzung des Anstiegs bis 1996 auf jeweils 2 v.H., aber unterhalb des Anstiegs der Nettolöhne und -gehälter, Umwandlung der Muß- Vorschrift zur Bereitstellung von Arbeitsplätzen für Sozialhilfeempfänger durch die Gemeinden in eine Soll-Vorschrift. <br><br><b>Nebenschlagwörter:</b> Haushaltsausgaben/Zusätzliche Haushaltseinsparungen durch das 2. SKWPG * Sozialhilfe/Absenkung der Sozialhilfeaufwendungen durch das 2. SKWPG * Mutter/Wegfall der Mutterschaftspauschale durch das 2. SKWPG * Zivildienstleistender/Stärkere Kostenbeteiligung der Beschäftigtenstellen für Zivildienstleistende * Bundessozialhilfegesetz/Änderung versch. §§ BSHG betr. 2. SKWPG * Reichsversicherungsordnung/Streichung § 200a RVO betr. 2. SKWPG * Krankenversicherung der Landwirte/Streichung § 30 KVLG betr. 2. SKWPG * Zivildienstgesetz/Änderung § 6 und Einfügung § 51b ZDG betr. 2. SKWPG * Bundesausbildungsförderungsgesetz/Änderung § 21 BAföG betr. 2. SKWPG * Fonds "Deutsche Einheit"/Änderung § 5 Fonds-Gesetz betr. Einführung eines Kassenverstärkungskredits * Soldatenversorgungsgesetz/Änderung der §§ 86a und 88a SVG betr. 2.
