Bezug: Siehe auch E11, E18, E19 und E40 Inhalt: Bereitstellung von rund 16,865 Mrd DM für die im Wirtschaftsplan genannten Förderzwecke, insbesondere in den neuen Bundesländern, Finanzierung der Ausgaben zu rund 52 v.H. durch Kreditaufnahme. Es entstehen Kosten von 16,865 Mrd DM. Änderungen aufgrund der Ausschußempfehlung: Absenkung der Ausgaben um 100 Mio DM auf 16,765 Mrd DM aufgrund geringerer Zinszuschüsse, Anhebung des Ermächtigungsrahmens zur Kreditaufnahme auf 53 v.H., Aufstockung der Mittel zur Förderung von Begegnungen junger Menschen in den USA für Stipendien höherer Semester an einer führenden amerikanischen Hochschule sowie für ein längerfristig angelegtes Stipendienprogramm zugunsten mittel- und osteuropäischer Studenten in Deutschland, Einsparungen bei den Zinskosten.
