<b>Bezug:</b> Volkszählungsurteil des Bundesverfassungsgerichts vom 15.12.1983 (BVerfGE 65,1), Beschlüsse des Föderalen Konsolidierungsprogramms zu Einsparungen im Bereich der Bundesstatistik <br><br><b>Europäische Impulse:</b> Berichtspflichten gegenüber dem europäischen Umweltinformationssystem im Rahmen der Europäischen Umweltagentur <br><br><b>Inhalt:</b> Neufassung des Umweltstatistikgesetzes von 1974: Anordnung neuer Bundesstatistiken und Verkürzung von Erhebungszeiträumen, insbesondere Einbeziehung der Abfallvermeidung in den Erhebungsrahmen, Verbesserung der Statistik über überwachungsbedürftige Abfälle, Anordnung einer Statistik über die Wasserversorgung und Abwasserbeseitigung in der Landwirtschaft, Erfassung von Emissionen ortsfester luftverunreinigender Anlagen, Erhebungen über ozonschädigende Stoffe und über laufende Aufwendungen für Umweltschutz. Bund und Länder sparen bis 1996 ca. 8,2 Mio DM jährlich ein, ab 1997 entstehen jährliche Kosten in Höhe von ca. 16 Mio DM. <br><br><b>Änderungen aufgrund der Ausschußempfehlung:</b> Anpassung an Regelungen des Kreislaufwirtschafts- und Abfallgesetz (s. BT Drs 12/5672, Q09), Begrenzung der Erhebungseinheiten in der gewerblichen Wirtschaft, Einführung einer allgemeinen Bagatellgrenze. <br><br><b>Änderungen durch das Vermittlungsverfahren:</b> Verlängerung des Erhebungszeitraums auf zwei Jahre, Reduzierung von Erhebungsmerkmalen und des Stichprobenumfangs im produzierenden Gewerbe. <br><br><b>Nebenschlagwörter:</b> Abfallvermeidung/Statistik gem. Umweltstatistikgesetz * Sonderabfall/ Statistik gem. Umweltstatistikgesetz * Luftverunreinigung/Statistik gem.
