<b>Bezug:</b> Elfter Bericht der Bundesregierung nach § 35 BAföG (BT Drs 13/3413) Siehe auch O004 und O020 <br><br><b>Inhalt:</b> Ersetzung des Darlehensanteils an der Ausbildungsförderung durch ein verzinsliches privatrechtliches Bankdarlehen (Einfügung § 18c), Regelungen für Verzinsung und Rückzahlung, Abschluß und Abwicklung der Darlehensverträge durch die Deutsche Ausgleichsbank (Einfügung § 18d); Anhebung der Bedarfssätze und Freibeträge zum Herbst 1996 um 6 v.H., Aktualisierung der Vomhundertsätze und Höchstbeträge, Neuordnung der Förderungshöchstdauer, Verlängerung der Studienabschlußförderung bis zum 30.9.1999, Einschränkung der Förderung von Zweitstudien und nach Fachrichtungswechsel, Einführung eines einheitlichen Berechnungszeitraums für die Anrechnung des Einkommens von Eltern und Ehegatten im gesamten Bundesgebiet, Einführung eines Krankenversicherungszuschlags für alle geförderten Auszubildenden; Änderung zahlreicher §§ des Bundesausbildungsförderungsgesetzes, Neufassungsermächtigung, Änderung § 26 Bundessozialhilfegesetz, Änderung § 40 Arbeitsförderungsgesetz und Änderung § 9 der Härteverordnung. Der Finanzaufwand für die Leistungen nach dem Bundesausbildungsförderungsgesetz beträgt 1996 2,646 Mrd DM (davon: Bund 1,720 Mrd DM und Länder 0,926 Mrd DM), 1997 2,018 Mrd DM (davon: Bund 1,312 Mrd DM und Länder 0,706 Mrd DM), 1998 2,034 Mrd DM (davon: Bund 1,322 Mrd DM und Länder 0,712 Mrd DM) und 1999 2,038 Mrd DM (davon: Bund 1,325 Mrd DM und Länder 0,713 Mrd DM). Die Ansätze liegen im Rahmen der in der Finanzplanung vorgesehenen Beträge. <br><br><b>Änderungen aufgrund der Ausschußempfehlung:</b> Beschränkung der neuen Förderungsart "Bankdarlehen" auf die Studienförderung nach Überschreiten der Förderungshöchstdauer, auf Ausbildungsförderung für ein Zweitstudium, ein anderes Studium nach einem Fachrichtungswechsel sowie die Studienabschlußförderung, Erhöhung der Freibeträge 1996 um 2 v.H. und 1998 um weitere 1 v.H.; Rücknahme der Änderung von § 9 der Härteverordnung. <br><br><b>Nebenschlagwörter:</b> Ausbildungsförderung/BAföG-Strukturreform, teilweise Umstellung auf Bankdarlehen * Studiendarlehen/BAföG-Strukturreform, teilweise Umstellung auf Bankdarlehen * Deutsche Ausgleichsbank/Abwicklung der BAföG-Darlehensverträge durch die Deutsche Ausgleichsbank * Hochschulabschluß/Verlängerung der Studienabschlußförderung * Studium/Einschränkung der Förderung von Zweitstudien und Fachrichtungswechseln * Studentische Krankenversicherung/ Krankenversicherungszuschlag für BAföG-geförderte Auszubildende * Bundessozialhilfegesetz/Änderung § 26 BSHG betr.
