<b>Bezug:</b> Empfehlungen des Technologierates, Vorschläge des "Petersberg Kreis", Ergebnisse der Bund-Länder Arbeitsgruppe "Multimedia", Bericht der Bundesregierung "Info 2000 - Deutschlands Weg in die Informationsgesellschaft" (BT Drs 13/4000) <br><br><b>Europäische Impulse:</b> Richtlinie des Europäischen Parlaments und des Rates vom 11.3.1996 über den rechtlichen Schutz von Datenbanken (ABl Nr. L 77 S. 20) <br><br><b>Inhalt:</b> Gesetz über die Nutzung von Telediensten (Teledienstegesetz - TDG) als Art. 1: einheitliche wirtschaftliche Rahmenbedingungen, freier Zugang und Klarstellungen zum Verbraucherschutz; Gesetz über den Datenschutz bei Telediensten (TDDSG) als Art. 2: bereichsspezifische Regelungen zum Datenschutz bei Erhebung, Verarbeitung und Nutzung personenbezogener Daten; Gesetz zur digitalen Signatur (Signaturgesetz - SigG) als Art. 3: Schaffung einer bundeseinheitlichen Sicherungsinfrastruktur für digitale Signaturen; Änderungen im Strafgesetzbuch und im Ordnungswidrigkeitengesetz: Klarstellungen des Schriftenbegriffs im Hinblick auf die erweiterten Nutzungs- und Verbreitungsmöglichkeiten von rechtswidrigen Inhalten; Änderung des Gesetzes über die Verbreitung jugendgefährdender Schriften: umfassende Gewährleistung des Jugendschutzes und einheitliche Anwendung des Schriftenbegriffs, Bestellung von Jugendschutzbeauftragten als Anlaufstation für Nutzer und als Berater für die Diensteanbieter; Änderung des Urheberrechtsgesetzes zur Umsetzung der EG-Richtlinie über den rechtlichen Schutz von Datenbanken; Erstreckung des Verbraucherschutzes im Preisangabengesetz und in der Preisangabenverordnung auf die erweiterten Nutzungsmöglichkeiten durch die neuen Dienste; Rückkehr zum einheitlichen Verordnungsrang. Für den Bund entstehen Kosten nur im Zusammenhang mit den Aufgaben der Regulierungsbehörde nach § 3 Signaturgesetz. Länder und Gemeinden werden nicht mit Kosten belastet. <br><br><b>Änderungen aufgrund der Ausschußempfehlung:</b> Ergänzung der datenschutzrechtlichen Vorschriften, Verstärkung des Jugendschutzes in den neuen Medien, urheberrechtlicher Schutz von Datenbanken; Klarstellung und Ergänzung zahlreicher Bestimmungen, Änderung § 184 Strafgesetzbuch. <br><br><b>Nebenschlagwörter:</b> Teledienstegesetz/Gesetz über die Nutzung von Telediensten (Teledienstegesetz - TDG) als Art.1 Informations- und Kommunikationsdienste-Gesetz * Teledienstedatenschutzgesetz/Gesetz über den Datenschutz bei Telediensten (Teledienstedatenschutzgesetz- TDDSG) als Art.2 Informations- und Kommunikationsdienste-Gesetz * Signaturgesetz/Gesetz über digitale Signaturen (Signaturgesetz - SigG) als Art.3 Informations- und Kommunikationsdienste-Gesetz * Strafgesetzbuch/Änderung der §§ 11, 74d, 86 und 184 StGB betr.
