<b>Bezug:</b> Der Gesetzentwurf ist textidentisch mit der Regierungsvorlage auf BR Drs 455/99 M017 <br><br><b>Inhalt:</b> Einfügung und Änderung versch. §§ Betäubungsmittelgesetz: Zulassung und Betrieb von Drogenkonsumräumen (sog. "Fixerstuben" oder "Gesundheitsräume"), Einrichtung eines Substitutionsregisters für Drogenabhängige, Verschreibung von Substitutionsmitteln durch besonders qualifizierte Ärzte. Dem Bund und den Wirtschaftsunternehmen entstehen keine zusätzlichen Kosten. Den Ländern, Gemeinden und den sozialen Sicherungssystemen können zusätzliche, nicht quantifizierbare Kosten entstehen. <br><br><b>Änderungen durch das Vermittlungsverfahren:</b> Vermittlung von ausstiegsorientierten Angeboten der Beratung und Therapie in Drogenkonsumräumen, zweijährige Übergangfrist für die Legalisierung der "Fixerstuben", Zuständigkeit des Bundesinstituts für Arzneimittel und Medizinprodukte für die Entgegennahme von Meldungen der Methadon verschreibenden Ärzte und die Führung des sog. Substitutionsregisters. <br><br><b>Nebenschlagwörter:</b> Drogenkonsumraum/Zulassung von Drogenkonsumräumen (sog. "Fixerstuben") * Methadon/Verschreibung von Substitutionsmitteln durch besonders qualifizierte Ärzte * Drogenberatung/Vermittlung von ausstiegsorientierten Angeboten der Beratung und Therapie in Drogenkonsumräumen * Bundesinstitut für Arzneimittel und Medizinprodukte/Zuständigkeit des BfArM im Bereich der Methadonsubstitution
