Dezember 1998 von der Bundesrepublik Deutschland in New York unterzeichneten Römischen Statuts des Internationalen Strafgerichtshofs: Errichtung des Internationalen Strafgerichtshofs als ständige Institution mit Sitz in Den Haag (Niederlande), Vorrang der nationalstaatlichen Strafgerichtsbarkeit, Beschränkung der Gerichtsbarkeit des IStGH auf vier besonders schwere Verbrechen (Völkermord, Verbrechen gegen die Menschlichkeit, Kriegsverbrechen und Aggression (Definition noch offen)), Verfahrensregelungen, Ausschluss der Todesstrafe, Vollstreckung durch vollstreckungsbereite Nationalstaaten.
