Bezug: Koalitionsvereinbarung vom 20.10.1998 Siehe auch K002 und K003 Inhalt: Änderung des Freibetragssystems der Ausbildungsförderung, insbesondere deutliche Ausweitung des Kreises der Förderungsberechtigten, Nichtanrechnung des Kindergeldes, Anhebung der Bedarfssätze um durchschnittlich 6 v.H., Steigerung des Förderungshöchstsatzes von 1.030 auf 1.105 DM, Vereinheitlichung der Förderleistungen in neuen und alten Bundesländern, Ausweitung der Auslandsförderung, Stärkung der Interdisziplinarität, Begrenzung der Gesamtdarlehensbelastung durch Festsetzung einer Belastungsobergrenze von 20.000 DM, dauerhafte Regelung einer verlässlichen Hilfe zum Studienabschluss, Berücksichtigung von Studienverzögerungen wegen der Pflege und Erziehung von Kindern, Vereinfachung und transparentere Gestaltung des Bundesausbildungsförderungsgesetzes, Zwischenanpassung der Freibeträge in 2002 und Umstellung auf Euro, Übertragung der Neuregelungen auf die Förderung der Berufsausbildung nach dem 3. Buch Sozialgesetzbuch; Änderung und Ergänzung zahlreicher §§ Bundesausbildungsförderungsgesetz, Neufassungsermächtigung, Änderung zugehöriger Verordnungen, Aufhebung der Förderungshöchstdauerverordnung und der Förderungshöchstdauerverordnung für den Besuch von Höheren Fachschulen und Hochschulen, Änderung 3. Buch Sozialgesetzbuch, Aufstiegsfortbildungsförderungsgesetz und Freizügigkeitsverordnung. Die Mehrausgaben durch dieses Gesetz betragen 2002 für den Bundeshaushalt 530 Mio DM (davon BAföG: 500 Mio DM, Zinszahlungen an die Deutsche Ausgleichsbank: 22 Mio DM, Aufstiegsfortbildungsförderungsgesetz: 8 Mio DM), für den Haushalt der Bundesanstalt für Arbeit 207 Mio DM und für die Haushalte der Länder 410,2 Mio DM.
