<b>Bezug:</b> Rechtsprechung des BGH zur Strafbarkeit der Bildung einer kriminellen oder terroristischen Vereinigung (BGH St 30, 328, 329f) Terroristische Anschläge vom 11. September 2001 in den USA, Sofortmaßnahmen der Bundesregierung zur Bekämpfung des Terrorismus Siehe auch B093 und D116 <br><br><b>Europäische Impulse:</b> Gemeinsame Maßnahmen der EU vom 21. Dezember 1998 betr. die Strafbarkeit der Beteiligung an einer kriminellen Vereinigung in den Mitgliedstaaten der EU (ABl Nr. L 351 vom 29. Dezember 1998, S. 1) <br><br><b>Inhalt:</b> Einfügung § 129b Strafgesetzbuch: Anwendung der §§ 129 und 129a StGB auch auf im Ausland gebildete kriminelle oder terroristische Vereinigungen. Es entstehen keine Kosten. <br><br><b>Änderungen aufgrund der Ausschußempfehlung:</b> Erweiterung des Anwendungsbereichs der §§ 129 und 129a Strafgesetzbuch, u. a. Definition der Tathandlung des Werbens, Ergänzung des § 129b betr. Vereinigungen außerhalb der EU (Verfolgung nach Ermächtigung durch das Bundesministerium der Justiz), Regelungen zur Beschlagnahme von Vermögenswerten; Folgeänderungen in acht Gesetzen und zwei Verordnungen. <br><br><b>Nebenschlagwörter:</b> Terroristische Vereinigung/Strafbarkeit der Bildung terroristischer Vereinigungen im Ausland * Kriminelle Vereinigung/Strafbarkeit der Bildung krimineller Vereinigungen im Ausland * Terrorismusbekämpfung/ Strafbarkeit der Bildung terroristischer Vereinigungen im Ausland * Strafgesetzbuch/Änderung §§ 129, 129a, 138 und 139, Einfügung § 129b StGB betr.
