Summary
<b>Europäische Impulse:</b> Richtlinie 2000/60/EG vom 23. Oktober 2000 zur Schaffung eines Ordnungsrahmens für Maßnahmen der Gemeinschaft im Bereich der Wasserpolitik (Wasserrahmenrichtlinie) (ABl Nr. L 372 S.1) <br><br><b>Inhalt:</b> Umsetzung der Wasserrahmenrichtlinie in den Grenzen der Rahmengesetzgebungskompetenz des Bundes: flussgebietsbezogene Bewirtschaftung der Gewässer, zehn Flussgebietseinheiten auf größtenteils deutschem Hoheitsgebiet, Gewässerqualitätsnormen, Erstellung von Bewirtschaftungsplänen mit dem Ziel der Herstellung eines guten ökologischen Zustands der Gewässer bis 2015; Änderung und Ergänzung versch. §§ Wasserhaushaltsgesetz sowie Änderung § 25 Gesetz über die Umweltverträglichkeitsprüfung; Neufassungsermächtigung. Konkrete Kosten ergeben sich erst aus den Vollzugsmaßnahmen der Länder, die beim Bund durch Umschichtungen finanziert werden. <br><br><b>Änderungen aufgrund der Ausschußempfehlung:</b> Vermeidung der Beeinträchtigung von Feuchtgebieten durch vorzugsweise Sicherstellung der Wasserversorgung aus ortsnahen Vorkommen, Ausgleichsregelungen, Konkretisierung der Bewirtschaftungsziele, Festlegung technischer Regeln durch Verordnungen; Änderung der §§ 8 und 12 Bundeswasserstraßengesetz sowie von § 1 Raumordnungsverordnung. <br><br><b>Nebenschlagwörter:</b> Rechtsangleichung in der EU/Umsetzung der Wasserrahmenrichtlinie betr.
